Substitute Motion: Defer Hospital Asset Transfer to FSU with Amended Conditions to April 15, 2026
Commissioner Matlow proposed a substitute motion to delay the hospital asset transfer to FSU and return at the April 15, 2026 meeting with negotiated improvements, including removing the April 1 deadline, giving the City Commission authority over TMH board appointments, strengthening charity care protections, releasing the City from $414 million in bond liability, and requiring annual status reports. Commissioner Porter seconded and added the annual report provision. The substitute motion failed 2-3.
